ELMIRA, NYÂ – The New York State Police at SP Horseheads announced the arrest of two individuals on July 2, 2025, in connection with predatory sexual assault charges involving a 1-year-old victim.
Arrest Details
Grace E. Balthazor, 33, of Elmira, NY, and Devin G. Lavalley, 37, of Burlington Flats, NY, were arrested and charged with:
- Predatory Sexual Assault Against a Child (Class A-II Felony)
- Use of a Child in a Sexual Performance (Class C Felony)
The arrests followed an investigation into a sexual assault that occurred against a 1-year-old female victim, along with the video recording of the incident.

Court Proceedings
Both suspects were arraigned in the City of Elmira Court, where they were remanded to the Chemung County Jail with no bail set. They remain in custody pending future court action.
