On July 15, 2025, at approximately 8:50 a.m., New York State Police in Richfield Springs apprehended 34‑year‑old Kyle J. Packer of Oneonta, NY during a concerted multi-county pursuit for charges stemming from a violent domestic incident and subsequent police chase. Packer was arrested on an outstanding warrant that carries charges including Burglary in the second degree—a Class C violent felony that carries a potential maximum sentence of up to 15 years—and Criminal Contempt in the first degree—a Class E felony with penalties of up to 4 years in prison. In addition, he faces misdemeanor charges of Unlawful Fleeing a Police Officer, Resisting Arrest, and Obstructing Governmental Administration.
The investigation into Packer began on June 12, 2025, following reports of a domestic dispute at a private residence in Edmeston. Officers responded to the scene where it was determined that Packer had violated an order of protection by unlawfully entering the home and striking a victim. Packer fled the scene before troopers could secure his whereabouts. Law enforcement subsequently tracked him to New Berlin on June 24. In a dramatic twist, Packer attempted to elude capture by fleeing on a farm tractor, maneuvering up a hill and disappearing into a wooded area.
The extensive pursuit came to an end on July 15 when a trooper observed Packer in Columbia. A search of a garage in the area revealed him hiding behind several items on a shelf. Following his arrest, he was taken to SP Richfield Springs for processing and later transported to the Otsego County Jail for centralized arraignment. Authorities emphasized that, as the judicial process unfolds, Packer is presumed innocent until proven guilty in a court of law.
