Ogdensburg Man Arrested for Stalking in the Fourth Degree

On July 4, 2025, the New York State Police arrested Brian A. Tharaldsen, 57, of Ogdensburg, following a series of events that began with a harassment complaint filed on June 20, 2025. Troopers responded at approximately 3:00 p.m. to a report on Canton Street, where the victim alleged that Tharaldsen had persistently contacted them via various social media platforms and email—even after being explicitly instructed to cease all communications.

Investigators determined that after law enforcement informed him to stop, Tharaldsen continued his course of behavior. Based on these findings, officers arrested him and transported him to the State Police barracks in Ogdensburg for processing. He was subsequently arraigned in the City of Ogdensburg Court and released on his own recognizance. Being released on recognizance means that he was not required to post bail; however, he is obligated to return for future court appearances.

Under New York Penal Law § 120.45, the charge of Stalking in the Fourth Degree is classified as a Class B misdemeanor. This offense involves willful, repeated, and unwanted behaviors that cause another person to fear for their safety or experience emotional distress. In such cases, penalties may include up to three months in jail, a fine of up to$500, or a term of probation.

The arrest comes as part of ongoing efforts to address harassment and stalking within the community. Local law enforcement emphasizes that all individuals are presumed innocent until proven guilty in a court of law. No additional details regarding the victim have been released in order to protect the individual’s privacy.

Authorities continue to investigate the matter, and community members are encouraged to report any further incidents that may warrant similar action.
