ELMIRA, NY – The New York State Police at SP Horseheads announced the arrest of two individuals on July 2, 2025, in connection with predatory sexual assault charges involving a 1-year-old victim.

Arrest Details

Grace E. Balthazor, 33, of Elmira, NY, and Devin G. Lavalley, 37, of Burlington Flats, NY, were arrested and charged with:

  • Predatory Sexual Assault Against a Child (Class A-II Felony)
  • Use of a Child in a Sexual Performance (Class C Felony)

The arrests followed an investigation into a sexual assault that occurred against a 1-year-old female victim, along with the video recording of the incident.
